The Human Resources Consultant collaborates with the designated business group(s) across all aspects of HR including employee relations, recruitment and staffing, compensation, talent review, organization design, resource planning, learning and career development. Reporting to the Director & HRBP, the incumbent works with leaders as well as HR Centre of Expertise (COEs) to define needs, provide input on the development of people strategies, and actively participate in the execution of the strategy for HR enterprise programs as well as business groups’ initiatives.
 
Key Accountabilities
Strategy Insights and Planning
  • Understand business strategy, plans and activities, assess needs and barriers in order to drive business performance through delivery of the group people strategy and solutions (e.g. addressing recruitment and retention challenges, reviewing compensation plans, assessing and addressing employee skills and knowledge gaps, reviewing learning and development options etc.) 
  • Support and execute people related solutions aligned to business groups priorities and plans (e.g. brand promise, customer experience, risk management and compliance, etc.), by partnering with COEs as appropriate
  • Provide ongoing HR consulting services through advising leaders on HR programs, practices, policies, legislation and regulatory requirements including interpretation of policy, identification of risk, impact to the business and recommended solutions  (e.g. diversity and inclusion, annual performance management and compensation review process, etc.)
  • Partner with COEs in translating business needs into actionable solutions (e.g. project planning, consulting on organization structure changes, implementing changes to business group HR programs, etc.)
 
Relationship Management
  • Collaborate proactively with COEs to provide business context as the COE designs, develops and implements annual HR programs (e.g. performance assessment planning, talent management activities including assessment of potential planning, compensation reviews, etc.)
  • Act as liaison between the COE and business to positively influence and align the agendas of both the business and HR and to ensure the business context is communicated and understood
  • Provide thoughtful and effective coaching to employees and leaders on performance management,  compensation, organization design, employee engagement and overall organizational effectiveness
  • Identify partnership opportunities to foster effective relationships between business and broader HR community (e.g. monthly update meetings, cross functional project teams, Town Halls, etc.)
 
Data Analysis, Processes and Systems
  • Collaborate with Workforce Solutions (WFS) and Management Information (MI) teams to ensure business context is applied to data analysis
  • Execute on workforce planning strategy in partnership with business group, Strategic Initiatives team, HRBPs and Strategic Workforce planning teams by identifying resourcing issues and making recommendations based on predictive modelling and analytics (e.g. monitoring FTE levels, forecasting contingent and global resourcing talent)
  • Oversee and encourage the use of BMO HR systems (e.g. myHR) to employees and managers to ensure data is accurate and relevant
 
Change Management
  • Collaborate with the COEs to execute new, and revise HR policies, processes, systems and programs
  • Operate as an agent of change for initiatives within the business groups, providing change management recommendations and supporting the business to manage and sustain the change
  • Demonstrate ability to proactively think through potential outcomes of a people project/initiative
 
Risk Management
  • Apply governance as it relates to Bank policies and procedures, government legislation and regulatory requirements across various jurisdictions
  • Engage Employee Relations to advise/guide leaders on difficult/complex ER matters (harassment, fraud, discrimination, termination)
  • Comply with audit processes
  • Adhere to policy and procedure documentation controls
  • Understand BMO’s risk management framework
 
Key Accountabilities
To deliver on these accountabilities, the incumbent must have the following authorities:
  • Advisory – Provide advice and counsel to business groups’ leaders on integrated Human Resources solutions and to employees in Lines of Business that have multiple sets of legislative policies and procedures (Canada – Federal and Provincial, the United States – Federal and State, the UK and other international jurisdictions)
  • Monitoring – Authority to collect or be provided with required information from others when reviewing and reporting on Human Capital Activities (including FTE levels, Talent Management, Diversity, Performance Management, Employee Relations, and Workforce Planning) 
  • Auditing – Authority to examine whether HR strategies, programs and processes meet the requirements and needs of the business
  • Veto – Authority to say no and stop something from happening with employee information if it violates privacy or could create a reputational risk
  • Issue Resolution - Resolve a diverse range of related issues/situations/ problems arising from the various people and culture initiatives

Knowledge
  • University degree/ college diploma
  • Certified Human Resources Professional designation or equivalent completed preferred
  • Minimum 5 years of progressively responsible and related experience in Human Resources including Performance Management, Talent Management, Learning and Development, Organization Design, Compensation principles as well as policies and related legislation
  • Experience working in the financial services industry is an asset
